What year trunk hood did not have fresh air vents on the Beetle?

mine doesnt have vents on the hood, I think the vents started in 68?

So, if they started in 68 and the 67 does not have them, would a 67 hood fit on a 69?

yes, but it wont have anything to latch on to.
you will have to change the front apron also, hood catch on the apron and re-route your hood cable to the left side.
lots of work.

Just keep in mind that the vents wer put there for a reason. As the motors got bigger and so did the fans they injested more air and hence the vents were added. That's why people with big motors have to prop their decklids on the bottom or top. ;)
