I don't see any way that if the beam is adjusted all the way up you could monkey around with anything to get it higher, short or cutting and re-welding the adjusters...
On other quick and easy option would be to put a set of those cheap "coil over" shocks on the front with everything as-is, they will raise it up some. The ride will get a bit stiffer too though.
I actually did that back in the 90's when I used to get tickets for being too low and didn't have an adjustable beam... throw on the coil overs, get it inspected, then yank them off again till next time
