I was thinking the same thing, at first look I thought it was a 411/412 but there are several things different about it that makes you wonder like the gas door on drivers side, front blinkers and lack of wrap around rear tail lights just to name a few.

Never heard of a TL ARO 18
When I googled that I found several of those cars.
Here is the square back version notice the fuel door is on the drivers side as well.

if you google TL 1600 you find a lot of information. Pause this video at 3.30 and you can see the TL on the decklid

Here is the 1972 411 brochure from the samba. Big differences in the two cars. Main thing I am seeing is that they classify the TL as a Type3 and the 411/412 as a Type4

Back in early 70's in Brazil, VW Brazil had the chance to create and modify the bodies of few cars to adapt to local market, etc...
The TL was one of them that pushed the success of the T3 in the USA to Brazil with a few changes. the fastback model in Brazil was a good selling point and they also made the TL Sport version.(pictures below), strange thing is that was called TL SPORT but no change in the performance, only the addition of the stripes in the outside of the car, factory radio and steering wheel from the SP2.
