I always use an impact driver

Image

How bad are the screw heads? If they are messed up real bad now, the impact driver might not work as it wont have anything to grip on to. You can weld a nut on them, but that can be a little tricky. Weld inside the nut and have the amps turned WAY up

I start by soaking the screws for a few days in liquid wrench or Kroil, or whatever I have laying around. I use the impact driver to tighten them a little bit, and then reverse it and remove. You have to have really good quality bits too.
