floats can look good, For most people you shake it and listen for gas in the float

In your case, put the floats in a bucket of water and look for bubbles. Bubbles mean a pin hole leak. I agree with Billy, that is a classic sign of a bad float

I think Float in water doesn't tell you what float in fuel may be happening.. as fuel is way thinner than water.

but those carbs look brand new.. so a hole in the float may not be on the menu..

A sticky needle and seat..may be also..

but maybe I've missed the statement.. but you think it's leaking down the throat?? how do you know this?

what are the symptoms you are dealing with??

Stuck or clogged fuel cutoff needle... ??

Had a similar problem with my kadrons (I know, not the same...) took me a while to find it, the pin in the cutoff needle/seat was stuck in the closed position. Fuel would not enter that carb, as if the float bowl was full.
