This was happening with the linkage disconnected from the carbs. Sorry, forgot to put that up there earlier.

I'm pretty puzzled by it, I talked to Kostya on the phone earlier. I'm with Dylan, I don't see how the carb would be leaking fuel like it is if it were just the needle and seat and/or the float, if that were the case it wouldn't matter if the engine were running or not, only that the fuel pump was running... The vacuum signal at idle in the secondary venturi is no where near strong enough to pull fuel like that though...

We ran the pump with the car off, and then pulled the tops of both carbs, and neither of the bowls were near the top, and the valves and floats looked like they were operating properly. :|

If the linkage was off, and the idle screw was to far in, you bypassed the idle circuit, and its gonna drip. The carbs need to have the linkage set up. then balance them with a snail. Do this, screw in the idle screw a little and see if it stops.
