Fuel delivery is the problem, not pressure. Max pressure with a Holley Blue pump is 14 psi. The blue pump will deliver more fuel (110 gallons per hour max) 88 gph at 9psi to the carbs, but you need bigger lines too.

I only ran 7.5 psi on my BB Chevy engine with 2 Blue pumps and 3/4" line to a 1000 cfm Holley carb. I don't think a 4 cylinder with a turbo would want more gas than almost an 500 c.i. big block w/ 13.5 compression at 8000 rpms

Try bigger main jets first, then work on more fuel volume if the problem is still there.
3/8 lines tank to carbs with your Holley blue. A complete MSD or mallory ignition will pick you up too ;)

what pump have you got in there now?
like Eric said, make sure you have a 3/8" fuel line from the tank all the way to the carb. The regulator should be as close to the carb as possible. The stock fuel tank outlets are pretty restrictive, replace it with something bigger.
